Johor (Pengerang), Malaysia
Deepwater storage across the strait from Singapore. We arrange crude and product tankage, blending and freight at Pengerang and Tanjung Pelepas in Johor.

Johor lies on the Singapore Strait, the same waterway as Singapore's own terminals. At Pengerang on its southeastern tip, PETRONAS and Saudi Aramco built the Pengerang Integrated Complex, a 300,000 barrel-per-day refinery with petrochemicals, beside independent deepwater terminals.
On the western side, Tanjung Pelepas hosts a large independent oil terminal. We source crude and product tankage in Johor, plan blending, fix freight and appoint inspectors.
Pengerang Independent Terminals
Pengerang Independent Terminals is owned by Dialog (46 percent), Vopak (44 percent) and the Johor state government (10 percent). After its 2017 expansion it holds about 1.7 million cubic metres across deepwater berths that take very large crude carriers.
- Crude and product tankage at Pengerang
- Blending for Asian markets
- VLCC and product freight
- Independent inspection at each transfer
Pricing and regulation
Cargoes stored in Johor generally price off Singapore assessments because the market is the same. The Malaysian Marine Department designates and controls ship-to-ship transfer areas off Johor, and MIDA handles investment incentives.
