Veracruz & Tuxpan, Mexico

Mexico's Gulf gateway for imported fuel. We arrange storage, product freight from the US Gulf Coast and inland rail logistics through Veracruz and Tuxpan.

Product tanker approaching a tropical Gulf of Mexico port with storage tanks on shore

Mexico imports a large share of its gasoline and diesel from US Gulf Coast refineries. Most of those cargoes cross the Gulf to Veracruz and Tuxpan, the two ports closest to the Mexico City and Puebla markets, then move inland by rail and pipeline.

Private import terminals were built in Veracruz after the 2013–14 energy reform, alongside Pemex's network. We source tankage, fix product freight from Houston and Corpus Christi, plan rail movements inland and appoint independent inspectors at discharge.

From tanker to Mexico City

A typical import moves by tanker from the US Gulf Coast to a Veracruz terminal, then by unit train to inland terminals in Puebla and the Valley of Mexico. Pricing usually follows US Gulf Coast product assessments plus freight, since Mexico has no local exchange benchmark.

  • Product freight from US Gulf Coast refineries
  • Tankage at Veracruz import terminals
  • Rail scheduling to Puebla and Valley of Mexico terminals
  • Independent inspection at load port and discharge
  • Tracking from US loading to the inland terminal

Permits and regulators

The National Energy Commission (CNE) replaced the CRE as the permitting body for storage, and the Hydrocarbons Sector Law regulations took effect on 4 October 2025. Storage permits run up to 30 years, renewals count as new permits, and open access is mandatory. ASEA oversees safety and environmental compliance, and SENER sets minimum inventory policy.
