Batangas, Philippines
Luzon's fuel import gateway. We arrange product freight, terminal storage and inspection at Batangas Bay.

Batangas Bay is the main fuel import gateway for Luzon. It became an import-led hub after Shell permanently closed its 110,000 barrel-per-day Tabangao refinery in 2020 and turned the site into an import terminal.
The Shell import terminal at Tabangao, opened in 2021, serves Metro Manila, Southern Luzon and Northern Visayas. We arrange product freight, storage and inspection.
From refinery to import terminal
The Tabangao jetties take medium-range product tankers carrying about 30 to 50 million litres. Bottom-loading gantries fill road tankers quickly for distribution.
- MR product freight into Batangas
- Terminal storage
- Independent inspection at discharge
- Tracking from Asian load ports
Regulators
The Department of Energy regulates the downstream oil sector, and the Philippine Ports Authority oversees port operations. Prices generally reference Singapore assessments.
