Changxing Island near Dalian is one of seven state-approved refining bases in China. Hengli Petrochemical runs a 400,000 barrel-per-day private refinery there, and PetroChina is building a replacement for its closed downtown Dalian refinery.
Dalian also holds large INE crude futures delivery tankage. We arrange crude freight, storage and inspection.
Refining moves to the island
PetroChina shut the last crude unit of its downtown Dalian refinery in June 2025. Its replacement on Changxing Island will combine a 200,000 barrel-per-day refinery with an ethylene unit.
