San Francisco Bay
Northern California's fuel gateway. We arrange crude and product freight, storage and CARB testing in the San Francisco Bay area.

Refineries around the northern San Francisco Bay supply CARB-grade gasoline and diesel to a market that is cut off from other US fuel systems. Chevron Richmond and PBF Martinez still refine crude.
Valero stopped refining at Benicia in April 2026 and the site is becoming an import, storage and distribution hub for gasoline and diesel. We fix freight, source storage and arrange CARB testing.
A region turning to imports
With refining capacity falling in California, more finished fuel must arrive by ship. Benicia's agreement with the state covers importing, storing and moving gasoline and diesel, but not jet fuel.
What we arrange
The California Energy Commission oversees fuel supply, and the Bay Area Air District regulates emissions from refineries and terminals.
- Crude freight to Bay Area refineries
- CARB gasoline and diesel import freight
- Storage sourcing
- Independent inspection and CARB testing
Frequently asked questions
Is Benicia still a fuel source?
Yes, as an import and storage hub for gasoline and diesel. It no longer refines crude.
What fuel specification applies?
CARB gasoline and diesel.
Why are imports growing?
Refinery closures mean the state is losing capacity, so more finished fuel must be shipped in.
