Dar es Salaam, Tanzania
A gateway for East and Central Africa. We arrange freight, discharge and inspection for fuel cargoes into Dar es Salaam under Tanzania's bulk procurement system.

All of Tanzania's fuel imports pass through the Bulk Procurement System. The Petroleum Bulk Procurement Agency (PBPA) tenders for cargoes, and the winning suppliers deliver to Dar es Salaam for Tanzania and for transit to Zambia, Malawi and the Democratic Republic of Congo.
Long tanker queues have been costly, so the Tanzania Ports Authority is building a new 378,000 cubic metre tank farm at Kigamboni, due in 2027. We arrange freight, discharge planning and inspection for supplies into the port.
How the Bulk Procurement System works
Only pre-qualified suppliers can bid in PBPA tenders, and the agency then sells to licensed oil marketing companies. The system runs under the Petroleum Act of 2015 and the 2017 regulations. Marketers need a wholesale licence from EWURA, which also publishes monthly price caps.
| Body | Role |
|---|---|
| PBPA | Tenders and single importer |
| EWURA | Licensing and monthly price caps |
| Tanzania Ports Authority | Port, jetties and the new tank farm |
Reducing demurrage
Cargoes discharge through a single point mooring and the Kurasini Oil Jetty. The new Kigamboni tank farm, with 15 tanks for diesel, petrol and jet fuel, is meant to double handling capacity and cut waiting time.
- Freight for awarded tender cargoes
- Discharge planning at the SPM and jetty
- Independent inspection on arrival
- Tracking of transit cargoes to inland markets
